        Competitive procedure with negotiationJustification:

        Naročnik je za oddajo predmetnega javnega naročila izvedel odprti postopek z oznako ODPAP-35/2016, v katerem je sprejel odločitev o oddaji naročila št. 4301-26/2016/174 z dne 5.6.2017, da se naročilo v predmetnih sklopih ne odda, ker naročnik v predmetnih sklopih ni prejel nobene dopustne ponudbe. V nadaljevanju je naročnik izvedel postopek oddaje javnega naročila po konkurenčnem postopku s pogajanji, brez objave na portalu javnih naročil, in v postopek vključil vse ponudnike, ki so v odprtem postopku, za posamezne sklope, predložili ponudbe, ki so nedopustne samo iz razloga, ker ponudbena cena presega naročnikova zagotovljena sredstva. Zaradi prenehanja veljavnosti krovnih sporazumov, po katerih so se izvajale dobave papirja za 182 naročnikov, je naročnik izvedel postopek v zakonsko dopustnih okvirih skrajšanja rokov za prejem ponudb.
